A2P 10DLC is carrier registration for business messaging — not a substitute for consent.
If a business sends application-to-person SMS/MMS to U.S. mobile numbers from local 10-digit numbers, the messaging ecosystem generally requires brand and campaign registration.

HighLevel’s support documentation says businesses using its LC Phone system for U.S. local-number messaging must register brands and campaigns through the A2P 10DLC ecosystem. Its documentation also separates registration/monthly campaign fees from SMS usage and carrier fees.
Registration does not make every message permissible
A registered campaign can still be operated poorly. Keep the consent record, honor opt-outs, identify the sender and send only the message types that fit the actual program.
