SMS consent is a record your system should be able to explain.

The operational question is not merely “do we have this phone number?” It is what the person agreed to, for which sender and purpose, when and how that consent was captured, and whether it has since been revoked.

CTIA’s current Messaging Principles & Best Practices says non-consumer senders are expected to obtain consumer consent generally, obtain express written consent for marketing messages, and ensure consumers can revoke consent. CTIA also emphasizes that opt-in is tied to the specific sender and campaign context rather than being a generic asset to trade.

Do not build marketing lists from ambiguity

A phone number collected for one operational reason does not automatically answer whether promotional texting is appropriate. Keep the permission path explicit and keep the record with the contact.
